Why is the fence power washed first?
Power washing removes the dirty build-up from the fence, providing a clean slate to better absorb the stain.

Is sanding required before staining?
Most wood refinishing projects do require sanding. However, in the case of fence staining, sanding can make it more difficult for stain to penetrate as it closes the pores of the wood. As well, sanding can also often cause water-soluble extractive compounds to leach out which will discolor the wood.
